摘要:

从发展国家食品安全战略,强化国家食品安全科技的角度,提出中国食品安全科技优先发展的四大方向,即风险分析是食品安全科技战略的首选领域;“从农田到餐桌”整体控制体系是食品安全全程控制技术和操作规范的理论基础,是实施食品安全管理的重要技术手段;检测监测技术是预警、预防、应急的技术依据,应集中力量开发一批内控和标准检验必须的快速检测技术和标准检测技术;以政府、生产者、消费者为责任人主体的管理理念是食品安全管理的基本原则,食品链上的所有责任人应在保障食品质量和安全的问题上主动承担责任。

Global challenges of food safety for China

摘要:

Ever since the Melamine event, China has faced challenges of food safety both domestically and globally. With the economic development, the Chinese consumers are demanding high quality, nutritious, and safe foods from the food industry but are not willing to pay higher prices. The Chinese food chain system of mostly small and medium enterprises presents challenges to the government to monitor and implement food safety laws and regulations. The academia and media are learning to take on their responsibilities with some success. Discussions and potential solutions of the global challenges of the five pillars for the food safety in China are presented here.

我国公共食品安全应急治理组织模式优化

摘要:

针对公共食品安全应急治理“如何整合多元主体有效参与社会共治”的组织难题,本文在梳理我国公共食品安全应急治理组织演化与模式特征的基础上,揭示了我国公共食品安全应急治理组织症结:“条块分割”独特性造成公共食品安全应急治理的“不完备”科层制模式,从而催生和恶化了食品安全政府监管内在的“科层制困境”,引发了自身难以解决的复杂环境适应性、预案可操作性、信息传递单向性、多部门治理联动性、决策执行的制度依赖性等组织问题。基于我国公共食品安全应急治理组织的优化逻辑,本文提出了基于“三制融合”的公共食品安全应急治理组织模式,从组织结构、预案机制、信息机制、决策机制、支撑机制等方面探究了其运行机制。“三制融合”是我国公共食品安全应急治理组织模式的演化方向,将在推进多元社会主体有效参与和食品安全社会共治方面发挥积极作用。

欧洲食品安全科技体系特点及其启示

摘要:

通过对德国、丹麦和瑞典等欧洲食品安全科技体系的考察,以及与欧盟食品安全相关专家的交流,总结了欧洲食品安全科技的特点。欧盟成员国宪法规定,食品安全科研机构完全独立于食品安全管理机构,将整个食品安全科技活动纳入国家财政预算,保证了食品安全独立开展科学研究,以及研究结果的可靠性和公证性。欧盟各国根据国家食品生产与安全的特点和食品国际贸易的特殊性,制定了食品安全科技发展的优先领域。其最显著的特点是开展风险评估、建立食品与饲料快速预警系统、评价营养与健康的关系。欧盟各国的食品安全活动,尤其是风险评估,都非常重视与欧盟食品安全局、欧盟委员会及国际组织(包括FAO/WHO、OIE等)的广泛合作。考察团成员对欧洲食品安全研究动态、研究重点有了更多的了解,对中国制定食品安全战略规划、明确食品安全优先领域和应重点解决的科技问题、强化国家食品安全控制体系都有重要的参考价值。

摘要: A delegation from the Australian Academy of Technological Sciences and Engineering traveled to Beijing in April 2016 to jointly run a workshop on technology advances in food safety with the Chinese Academy of Engineering. This brief summary from the Australian delegation identifies the pyramid of inter- locking issues which must be addressed to deliver food safety. Systems and technology provide the necessary base, on which culture and then trust can be built to facilitate the delivery of food safety now and in the future.

Developments in genetic modification of cattle and implications for regulation, safety and traceability

Genetic modification techniques, in particular novel gene editing technologies, hold the yet unfulfilled promise of altering genetic traits in farm animals more efficiently than by crossbreeding, allowing for a more rapid development of new cattle breeds with distinct traits. Gene editing technologies allow for the directed alteration of specific traits and thereby have the potential to enhance, for instance, disease resilience, production yield and the production of desired substances in milk. The potential implications of these technological advancements, which are often combined with animal cloning methods, are discussed both for animal health and for consumer safety, also with consideration of available methods for the detection and identification of the related products in the food supply chain. Finally, an overview is provided of current regulatory approaches in the European Union (EU) and major countries exporting beef to the EU, for products from animals bred through established practices as well as modern biotechnologies.

食品安全学(foodsafetiology)是研究食物对人体健康危害的风险和保障食物无危害风险的学问,是食 品科学的一个分支,也是近30年来发展起来的一门新兴学科。讨论、交流和理解食品安全学的理论基础与技术 体系将有助于促进食品安全学的科学研究、学科建设和人才培养,有助于加强国家食品安全管理和监管能力建 设。在研究大量有关国际组织文件、学术报告、会议文集,以及作者亲自考察、学术研究、自身理解的基础上, 提出了食品安全学的概念,归纳了食品安全学的理论基础和技术体系,探讨了食品安全学的学科构架。

Strategies to manage the risk of heavy metal(loid) contamination in agricultural soils

Soil contamination with heavy metal(loid)s threatens soil ecological functions, water quality and food safety; the latter is the focus of this review. Cadmium (Cd) and arsenic (As) are the toxic elements of most concern for food safety because they are relatively easily taken up by food crops. Rice is a major contributor of both Cd and As intakes to the Chinese population. Contamination and soil acidification are the main causes of high Cd levels in rice grains produced in some areas of southern China. The risk of Cd and As accumulation in food crops can be mitigated through agronomic practices and crop breeding. Liming is effective and economical at reducing Cd uptake by rice in acid soils. Paddy water management can produce opposite effects on Cd and As accumulation. Many genes controlling Cd and As uptake and translocation have been characterized, paving the way to breeding low accumulating crop cultivars through marker-assisted molecular breeding or genetic engineering. It is important to protect agricultural soils from future contamination. Long-term monitoring of anthropogenic additions and accumulation of heavy metal(loid)s in agricultural soils should be undertaken. Mass-balance models should be constructed to evaluate future trends of metal(loid)s in agricultural soils at a regional scale.

Genotype variations in accumulation of cadmium and lead in celery (

摘要: To help reduce risks of heavy metal pollution, two pot experiments were conducted to investigate the variations, transfer potential, and stability of Cadmium (Cd) and Lead (Pb) accumulations in celery ( L.) and to screen for low Cd and Pb accumulative cultivars. The maximum differences in shoot Cd concentration were 4.7-fold under low-Cd exposure and 3.3-fold under high-Cd exposure. These genotype variations in Cd accumulation are sufficiently large to help reduce Cd contamination risk in soil by using the Low-Cd-Accumulative genotypes. Cd accumulation of the Low-Cd-Accumulative genotypes is significantly positive correlated with Pb accumulation. Evidence obtained proves that Cd and Pb accumulations in celery are stable and genotype-dependent at the cultivar level. The presence of high-Pb contamination in soil promoted Cd accumulation in shoots of celery. Celery is considered a species with high risks in Cd pollution and low risks in Pb pollution. Among the tested cultivars, cv. Shuanggangkangbing (SGKB) had the lowest shoot Cd and Pb accumulating abilities, and thus is the most important material for breeding of pollution-safe cultivars (PSCs) to minimize Cd and Pb accumulations in celery.

食品中环境新污染物危害管控研究

环境新污染物的涌现给我国食品安全保障带来了全新挑战,亟需对其进行系统研究。本文梳理了蔬菜、水果、谷物、肉 类、水产类、蛋奶等主要食品中抗生素、内分泌干扰物(EDCs)、全氟化合物(PFCs)、微塑料(MPs)四大类新污染物的赋 存现状、危害特征及来源。研究发现,喹诺酮类抗生素在水产品、蔬菜、牛奶等食品中的检出率较高,主要来源于农兽药的使 用;EDCs中的双酚A在罐头食品、水产品中的检出率较高,壬基酚多检出于水产品中,两者主要来源于食品包装析出;PFCs 在水产品、畜禽肉、蛋类食品中的检出率较高,污水处理厂输送及食品包装析出是其主要来源;MPs在水产品中具有极高的检 出率,主要由受污染的环境介质输入。建议将更多类型的环境新污染物纳入食品安全监控范围,系统规划新污染物关联化学品 的科学使用规则,制定多管理部门联合管控机制,从而积极应对环境新污染物带来的食品安全挑战,切实保障我国食品安全。

inhibitory mechanism of phenolic compounds on the formation of toxic Maillard reaction products in food

As one of the dominant reactions occurring during thermal treatment of food, the Maillard reaction not only leads to the formation of aroma, browning color and taste compounds, but also contributes to the formation of some unpleasant toxic substances including acrylamide, heterocyclic amines and advanced glycation end products. Polyphenols, one of the most abundant antioxidants in the human diet, are contained in different kinds of foods. In this review, some recent studies on the impact of dietary polyphenols on the formation of acrylamide, heterocyclic amines and advanced glycation end products formed during the Maillard reaction are summarized, including the research work conducted with both chemical model systems and real food model systems; the possible inhibitory mechanisms of different polyphenols are also summarized and discussed in this review. Basically we found that some dietary polyphenols not only scavenge free radicals, but also react with reactive carbonyl species, thus lowering the formation of toxic Maillard reaction products. This review provides a useful theoretical foundation for the application of polyphenols in food safety, and suggests some directions for further study of natural products as inhibitors against the formation of toxic substances in thermally processed food.
